Dubai Trade Partners With Dubai Chamber Of Commerce To Expand Its Services

Dubai Chamber of Commerce’s services such as Certificates of Origin, and attestation will be accessible on the Dubai Trade Portal
Dubai Trade, a DP World company and the Dubai Chamber of Commerce have signed an agreement to allow the local business community easier access to the Chamber’s trade services. This includes certificates of origin, attestation, and other membership services, which will be accessible on the Dubai Trade Portal, a single window platform for international trade.
The agreement was signed by H.E. Hamad Buamim, President & CEO of Dubai Chambers and Abdulla Bin Damithan, CEO & Managing Director, DP World UAE & Jafza.

Dubai Trade, DP World’s single window platform for cross border trade, reaffirms its commitment to enhancing the safety and efficiency of its operations by joining forces with health and safety training provider, SaveFast, and logistics and supply chain consultation provider, 4D Supply Chain Consulting.Through this collaboration, Dubai Trade will offer its employees and partners health and safety training, as well as supply chain efficiency courses to benefit the entire trade and logistics community.
Dubai Trade will work with 4D Supply Chain Consulting to provide courses on Bills of Lading, Letters of Credit, and Incoterms 2020. It will also work with SaveFast to offer courses including Fire Safety, Emergency First Aid, and Institution of Occupational Safety and Health (IOSH) & National Examination Board in Occupational Safety and Health (NEBOSH).

E-Commerce Go-Live Bulletin

Dubai government has launched Ecommerce strategy in Sep 2019, with aim to transform Dubai into a world class Ecommerce hub will which benefits Dubai’s economy.
It is based on three key pillars:
1. Make Dubai as logistics hub to serve the region
2. Promote Dubai as service and talent hub and attract leading global Ecommerce players
3. And lead by example for Safe Ecommerce marketProject aims to fulfill these strategic objectives and ambitions to make Dubai as Ecommerce hub.
This initiative will have changes in existing Dubai Customs processes wherein the Ecommerce companies can submit bulk E-Commerce Declarations and avail E-Commerce (B2C) benefits. Various other impact on other Declaration processing stages have been assessed and implemented as part of this release.
There are many logistics companies operating in free zones having contract with overseas and local Ecommerce companies to store goods in their premises (warehouse). Customs shall now be able to identify the actual associated companies i.e. actual owner of the goods where 3PL is acting as Free zone Importer / Free zone Exporter using “Cargo Ownership” and “Associated Owner” attributes.
Further to identify a transaction as E-Commerce or non E-Commerce, there is introduction of a new field in declaration called "Trade Type". Trade Type should have two values (E-Commerce or non E-Commerce) in applicable declarations.
Below additional information via Dubai Trade user interface or B2G channel is required:
• Trade Type = E-Commerce or Non-E-Commerce
• Cargo Ownership = Self Ownership or Other Company Ownership (if declarant is 3PL Company)
• Owner Associated Company = Business Code of the Associated Company (in case Cargo Ownership = Other Company Ownership)
With help of this initiative, we will be able to identify declaration as E-Commerce or Non E-Commerce in order to encourage and retain E-Commerce players in the region. Recognize E-Commerce companies to ease regulations and provide benefits. Aapplicable declaration service charges/duty/deposit will be made cheaper. -

Exit Entry Automation Of NR Declarations Exited Through Jebel Ali

In our continuous effort to achieve goals of the Dubai Paperless strategy; to reduce paper consumption and its cost to customers and for the purpose of simplifying and facilitating faster automated claim processing, Dubai Customs is pleased to announce that exit confirmation for the goods exiting through Jebel Ali port is now automatically performed through integration with DP World system.
In this regard, as part of initial phase, issuance. stamping, and submission of Exit / Entry Certificate paper will be discontinued, effective from May 01, 2021, for the goods exporting from Jebel Ali Free Zone and exiting through Jebel Ali port under FZ Transit Out movements without deposit.
In view of this, Exit / Entry Certificate paper will not be required now from customers to process ‘Non Remittance’ claims for FZ Transit out declarations without deposit (exporting from Jebel Ali Free Zone via Jebel Ali Port).
In case if any exit discrepancy is identified on claim due to exit automation and validation with DP World system, claim may be suspended and customer will be requested to provide export evidence. In such case, customer may approach DP World for issuance and stamping of Exit / Entry Certificate paper in order to furnish Exit / Entry Certificate to Customs for completion of claim processing.Please note that, in this initial phase, Exit / Entry Certificate paper will be eliminated only for ‘Non-Remittance’ FZ Transit Out declarations without deposit exporting from Jebel Ali Free Zone via Jebel Ali Port.
Issuance and submission of Exit / Entry Certificate paper will be continued in the same existing manner for all other cases of deposit and non-deposit declarations.
Further, submission of Exit / Entry Certificate paper will not be eliminated and always be continued for the claims related to ship-stores, private berths, and bulk oil consignments even exiting through Jebel Ali Port.

Mirsal 2 Enhancements effective from 17th April 2022

Validation of Vehicle Model Year for new and used vehicles
In order to facilitate and control capturing of correct data of vehicles in declaration, Mirsal now provides facility to validate and allow correct model year of the vehicle based on whether the HS Code belongs to old vehicle or new vehicle.
For the old vehicle HS Codes, Year of Built will be allowed up to maximum of current year – 1. Whereas for the new vehicles, Year of Built will be allowed up to maximum of current year + 1.Allow updating email ID of Personal Customer
Mirsal has been enhanced to allow updating email ID attribute in the personal customer profile regardless of whether the email already exits or not in the profile. This email ID update will also be allowed even if there are wrong duplicate personal customer records in the system.
However, email update will not be allowed if the updated email ID is already available with another customer or if the personal customer is already registered and activated in our system via i-Declare app.Changes for newly introduced ‘White’ category of WLP Privilege
WLP (World Logistics Passport) Loyalty Program has recently undergone changes in its structure from a three-Tier membership to a four-Tier membership scheme. Accordingly, a new “White” category of WLP privilege has been introduced along with existing Silver, Gold, and Platinum categories.
In this regard, Mirsal system has been enhanced to enable White category benefits and privileges with in declaration for the WLP privileged customers.
This new ‘White’ category WLP privilege will now be displayed in View Declaration, GCC Print, Track Request and all relevant screens where WLP privilege display is currently available.
Further, extended time period of 14 days will now be facilitated to White category privileged declaration also for purpose of amendment fine exemption in declaration amendment. -

Trader Export Report Service

Dubai Customs takes another step forward in supporting Traders within Dubai to overcome business challenges by launching the ‘Trader Export Report’ service, which will help support traders to zero rate goods exported by clearing agents or assigned freight forwarders by overseas buyers. These Traders faced a challenge whereby they were unable to zero rate exported goods due to the lack of documentary proof of export.
The new online service aims to provide the necessary official proof required by the VAT legislation in order for these Traders to zero rate the export of goods within the specified period.
The Importer is requested to provide the correct import declaration numbers to the exporting agent of the overseas buyer so that correct import declarations will be referenced in the export declarations. This will enable the importer to generate the Trader Export report with accurate records of imports and exports in order to provide proof of export in conjunction with the Exit Certificate.
‘Generate Trader Export Report’
• Importer/Exporting Agent will generate the report by providing Importer Business Code and period range in which report data is required.
• Importer/Exporting Agent will then view and download this Trader Export Report to support the zero rating of exported goods.
• For purpose of FTA verification of the validity and authentication of the report, Customs is also providing a facility for FTA to view, search, download or generate the report, whereby the FTA can search the report submitted by an importer/Exporting Agent or can generate a new report based on the importer’s TRN. The FTA may also request the Importer/Exporting Agent to provide the Exit Certificate.The user-friendly service is available on Dubai Trade Portal and will be applicable for the following cleared declaration types:
• Import to Local from ROW
• Import to Local from FZ
• Import to Local from CW
• Import to Local from GCC (Statistical Import)
• Export from Local to ROW or Export from Local to GCC (statistical export) which mention any of the above inbound declaration types as Previous Declaration Number (PDN) in the applicable line itemsNote that the trader is still required to meet all the other requirements for zero rating the export of goods, including the retention of the exit certificate and commercial documents proofing the export, and ensuring the goods are exported within the prescribed period of 90 days of the date of supply. This Trader Export Report will only apply to imported goods, which were subsequently exported, and does not apply to goods acquired locally.
