DISPLAYING ITEMS BY TAG: Manifest

In line with our commitment to continuously enhance our processes and improve efficiency to our valued customers, and align with the Dubai Customs regulations, we have modified the Manifest system to accept eight-digit HS codes used globally.

Therefore, we kindly request you to submit eight-digit valid HS codes in Manifest files. This will help us gain data accuracy and identify cargo types including perishable goods well in advance to speed up the process of container clearance at the terminals.

The new change will be effective from the 1st of April, 2020.

Inconsistencies and insufficient data in RORO manifests have been observed, specifically concerning vehicle information. These issues impact operational planning, reduce quay, yard, and gate productivity, and necessitate additional follow-up with customers to obtain accurate data for vessel completion.

To improve data quality and streamline planning and operations, the following enhancements to the manifest submission process will be effective from 15th June 2025:

1. Mandatory Vehicle Attributes: The following data points are now mandatory for all vehicles:

• Make
• Model
• Chassis Number
• Year Built
• Color
• Weight
• Volume

2. Chassis Number Uniqueness: Chassis numbers must be unique within the same Bill of Lading.
3. Chassis Number Format: Chassis numbers must be in an alphanumeric format.
4. Chassis Number Special Characters: The only special character permitted in chassis numbers is the hyphen (-).
5. Dangerous Goods Indicator: Providing a dangerous goods indicator is mandatory.
6. House Bill of Lading (HBL) Validation for Split No Objection Certificates (NOCs):

• Master Bill of Lading (MBL) quantity, weight, and volume must match the total quantity, weight, and volume of all HBLs submitted against that MBL. A Material Receiving Note (MRN) will not be generated until all HBLs matching the MBL details are submitted.
• Make, model, chassis number, year built, color, weight, and volume of each vehicle in the MBL must match the corresponding details in the HBLs

In addition please ensure to update the Used and New vehicle indicator correctly and accurate marks & numbers.

We advise all customers to ensure accurate and complete manifest information is submitted before vessel arrival.

All General Cargo Shipping Agents to declare accurate information in the Manifest file relating to the below:

• Declare correct marks and numbers
• Declare correct information related to new/used vehicles
• Avoid submitting duplicate Bill of Lading “BOL” documents
