  • “Unified Customs Declaration Form – GCC Print” Go-Live announcement

    Dubai Customs is pleased to announce that new template of unified GCC Printof Customs Declaration has been implemented in Mirsal system effective from September 29, 2024. This new template is aligned with the standard unified Customs Declaration format agreed at GCC Customs Union committee.

     

    Following are the major changes in the new template of GCC print (in addition to some other minor improvements):

     

    • QR code has been introduced in the new unified GCC print whereby the latest declaration information can be scanned and verified through QR code.
    • Antidumping charge has been printed separately, wherever applicable, in addition to Customs duty and other charges.
    • GCC AEO Company Name and GCC AEO Logo have been added as new fields for printing in the new template.
    • Weight and Quantity of items are now displayed at HS Code line item level whereby net weight and quantity of each line item are printed in the new template.
      Similarly, in Customs Restrictions section, Agency (i.e. controlling Authority) is now printed, wherever applicable, at each HS Code line item level. 
    • ‘Copy type’ (like consignee copy, consignee claim copy, handling authority copy) and associated Distribution text’has now been removed from the new template.
  • Go-Live Announcement: “Declaration Amendment Fine Waiving Facility”

    In line with Dubai Customs’ Advanced Cargo Information (ACI) initiative and as part of ongoing efforts to promote pre-arrival submission of Customs declarations, Dubai Customs is pleased to announce the implementation of a Declaration Amendment Fine Waiving Facility for sea cargo declarations.

    Under this facility, customers will be eligible for an exemption from the declaration amendment fine, subject to the following conditions:

    • The sea cargo Customs declaration is submitted prior to vessel arrival; and
    • Any required amendment to the declaration is completed before or within 72 hours of vessel arrival.

    For eligible cases, the declaration amendment fine of AED 500 will be waived and will not be charged.

    This initiative is intended to encourage customers to arrange all necessary shipping documents—such as the Bill of Lading and Delivery Order—and to submit Customs declarations in advance of vessel arrival. By doing so, customers will have sufficient time to make any necessary amendments within the permitted timeframe without incurring amendment fines.

    The Mirsal system has been enhanced to support this facility, which will be effective from January 25, 2026.

    Dubai Customs kindly urges all customers to begin filing sea cargo Customs declarations prior to vessel arrival to benefit from this amendment fine waiving facility and to support the broader objective of pre-arrival Customs clearance.

  • Production Implementation Notice for Declaration module

    Please be informed of an upcoming enhancement to the Dubai Trade Customs Declaration and Vehicle Clearance Certificate services. This enhancement will be implemented on September 08, 2024.

    Postal Declarations:

    Service charges for Postal cargo clearances have been revised and will be based on the value of goods being declared

    • AED 0 for value of goods less than or equal to AED 3000
    • AED 10 for value of goods between AED 3000 and AED 15000
    • No change for value of goods greater than AED 15000 or consignments containing tobacco, tobacco products, e-cigarettes, nicotine liquid, alcoholic beverages and foods containing alcohol irrespective of the value

    Vehicle Clearance Certificate:

    Currently, vehicle clearance certificates can be downloaded only one at a time. With the upcoming enhancement, customers will be able to select multiple certificates (maximum 50 numbers) belonging to the same declaration and download it all as a single file.
