Customs Clearance Enhanced Services

Kindly note that Dubai Customs have made some changes to facilitate the traders in respect to Customs Clearance of Declarations with enhanced services, effective October 09, 2020, as follows.
1. Collection of Deposit through Debit Account
Dubai Customs have enhanced Debit Account facility for the Customers as one of the payment methods to pay Deposit for Customs Declarations submitted online and Bureau Service. The Declarant shall now be able to use Debit Account in addition to Standing Guarantee for all the declarations where deposit is required. This facility is available to all kind of Deposits for Customs Declaration through all submission channels.
Applicable Scenarios:
- Submission of New Customs Declaration wherein deposit is required.
- Amendment on Customs Declaration that requires an additional deposit where the deposit was originally paid through Debit Account.
Following are the behavior of Debit Account in case of B2G submission of Declaration.
- If the Declarations are submitted through B2G Channel wherein account types are provided as Credit and Debit Accounts, then the payments of Duty and other charges shall be made through Credit Account and Deposit can be made through Debit Account
- If the Declarant provides the type of account as Debit Account only, then all the payments shall be made through the same Debit Account only.
- If the Declarant provides two types of account as Standing Guarantee and Credit or Debit, then the payment of Duty and other charges shall be made through either Credit or Debit Account and Deposit shall be made through Standing Guarantee Account.
2. Changes on Cargo Transfer Declaration from DWC to DLC
Mirsal allows the Declaration Types of “Cargo Transfer from CTO to CH (Same Location)” and “Cargo Transfer from CH to CH (Same Location)” for the movements from DWC to DLC. This will result in reduction of declaration registration charge from AED 120 to AED 40.
Further, existing “Cargo Transfer Declarations of ‘Different Location’ will not be allowed for the movements from DWC to DLC.
3. Allowing ‘Free Trade Agreement’ and ‘Product of AGCC Countries’ exemptions to additional declaration types:
Facility has now been provided to allow exemption types of “Free Trade Agreement’ and ‘Product of AGCC Countries’ to the following additional declaration types in addition to the current import declarations.
- Import to local from FZ
- Import to local from CW
- Import for Re-Export to local from ROW
- Import for Re-Export to local from FZ
- Import for Re-Export to local from CW
Further, ‘Product of AGCC Countries’ exemption will also be allowed to “Import to Local after Temporary Admission” declaration type.
4. Allowing Transshipment and Transit to GCC destinations
Mirsal has now been enhanced to allow GCC Country as destination in ‘Transit Row to Row’ and FZ Transit Out’ declarations if exit point is other than any of the UAE Land ports.
In case Transit consignment is exiting through any UAE Land port, then the GCC Country shall not be allowed as destination in such Transit Declaration and the current process will be continued to pass declarations with UAE land port exit points.
5. Option to control ‘Submission of Declarations by Business Owners’
The Declaration Owners shall now be able to control the submission of their Customs Declarations through newly introduced option in the association service (self-declaration)
If the Declaration Owners have opted for Self-Declaration, then submission of Customs Declaration shall be available, only to the owners and no broker shall be able to submit the Declarations on their behalf.
If the Declaration Owners have not opted for Self-Declaration, then submission of Customs Declaration shall be available to the Customs Brokers who are already having a valid association or privileged with the facility of “Clear for All” to submit the Declarations on their behalf.

Enhancement of Jafza Admin Services on the Dubai Trade Portal

Please note that Jafza had rolled out a set of changes that will be live on the Dubai Trade Portal, commencing on the 6th of June, 2022
The application submission process has been upgraded through Dubai Trade, and you will be viewing 2 menus on your portal to avail new/continue previous submitted services.The following menu items will be available for all new requests:
• Apply for Employment Visa New
• Released Signed In New
• Renew Employee RP New
• RP Renewal with EC Amend New
For requests before the 6th of June, the below services will be available to complete the process:
• Apply for Employment Visa
• Released Signed In
• Renew Employee RP
• RP Renewal with EC Amend
In addition, Jafza included new services:• Additional validity duration 1 year/2 year/3-year option of the resident permit is now available in the Employment Visa, Released Signed In and RP renewal services.
• Physical submission of the employment contract is not required, uploading a signed contract by both parties for Residence New/Renewal/Amend services under contract verification service request will be required, you shall receive an electronic verification and attestation from Jafza afterwards.
• Transfer of sponsorship service access is added in the employment visa service.
• The Cancel Employee RP without Passport services is merged under the Employment Cancellation service.

Mirsal 2 Enhancements effective from 17th April 2022

Validation of Vehicle Model Year for new and used vehicles
In order to facilitate and control capturing of correct data of vehicles in declaration, Mirsal now provides facility to validate and allow correct model year of the vehicle based on whether the HS Code belongs to old vehicle or new vehicle.
For the old vehicle HS Codes, Year of Built will be allowed up to maximum of current year – 1. Whereas for the new vehicles, Year of Built will be allowed up to maximum of current year + 1.Allow updating email ID of Personal Customer
Mirsal has been enhanced to allow updating email ID attribute in the personal customer profile regardless of whether the email already exits or not in the profile. This email ID update will also be allowed even if there are wrong duplicate personal customer records in the system.
However, email update will not be allowed if the updated email ID is already available with another customer or if the personal customer is already registered and activated in our system via i-Declare app.Changes for newly introduced ‘White’ category of WLP Privilege
WLP (World Logistics Passport) Loyalty Program has recently undergone changes in its structure from a three-Tier membership to a four-Tier membership scheme. Accordingly, a new “White” category of WLP privilege has been introduced along with existing Silver, Gold, and Platinum categories.
In this regard, Mirsal system has been enhanced to enable White category benefits and privileges with in declaration for the WLP privileged customers.
This new ‘White’ category WLP privilege will now be displayed in View Declaration, GCC Print, Track Request and all relevant screens where WLP privilege display is currently available.
Further, extended time period of 14 days will now be facilitated to White category privileged declaration also for purpose of amendment fine exemption in declaration amendment. -
Mirsal 2 Enhancements effective from 6:00 AM 1st January 2023

With reference to Customs Notice 5/2022, Mirsal now provides certain facilities and benefits for consignments belonging to courier companies. Following are these facilities and benefits.
• Minimum CIF Value Threshold for Low Value Courier declarations
The minimum CIF Value threshold for processing low value courier declaration of ‘Courier Import’ has now been changed from 1000 AED to 300 AED.
Similarly, the minimum CIF Value threshold for low value courier declarations of ‘Courier Export’ and ‘Courier Transit’ has been changed from 1000 AED to 3000 AED• Reduction of Customs Service charges for Courier declarations
Customs Service charges (including Declaration Registration charge, Amendment charge, cancellation charge and claim registration charge) for courier consignments will be:- Zero, if CIF Value is less than or equal to 3000 AED
- 10 AED, if CIF Value is between 3000 AED to 15000 AED
- Same as existing service charge, if CIF Value is greater than 15000 AED
Reduction of Customs service charges, as mentioned above, will not be applicable if the declaration has Tobacco or Liquor items (tobacco, tobacco products, e-cigarettes, nicotine liquid, alcoholic beverages and foods containing alcohol).
• Duty Exemption for Courier declarations
Duty and Alternative Duty Deposit will be exempted and not charged in courier declarations if the total CIF Value of the declaration is less than or equal to 300 AED.

Dubai Customs is coming up with the following enhancements on Mirsal-2 application. These changes will be available effective July 24, 2020.
- Upgrade of Customs Services on Dubai Trade (IE11 Requirement):
Dubai Customs is pleased to announce upgrading of its services on Dubai Trade in order to provide improved customer experience and enhanced system security. For this purpose, Customers must have Internet Explorer version 11 installed on their machines in order to use upgraded Customs services on Dubai Trade. Internet Explorer version 11 should be used with the compatibility settings as disabled.
- Upgrade of Digital Certificate Active X Component:
As part of upgrading Customs services on Dubai Trade, Dubai Customs is now publishing a new version of Active X component for IE11 which requires PC admin privileges to install. This new Active X component is required to acquire digital signature at time of submission of declaration and claims through Dubai Trade. It is also required for registration of Customer’s digital certificate with Dubai Customs via Dubai Trade. For this purpose, customers must install this new Active X component on their machines, preferably before the effective date of July 24, 2020. - Installation of Adobe Acrobat PDF browser plug-in for GCC Declaration Print Out:
To use Customs declaration print service via Dubai Trade, customers Must Have Adobe Acrobat PDF browser plug-in on their machines.
- Display Net Weight of items at correct place in GCC declaration print out:
Currently actual weight of items declared in the invoice line items of declaration are printed in the Gross Weight column of declaration print. The Declaration print format is updated to show weight declared in the invoice line item at Net Weight column of the Customs Declaration print.
- Enable Clearance Message to Gate Controller of FZs for Courier Land declarations:
Facility is now provided to automatically send declaration clearance message to Gate Controller of Free Zones upon clearance of “COURIER LAND” declarations that are going out of the Free Zones. Gate controlling authorities of free zones will now start receiving Customs Declaration clearance message for Courier land channel Declarations. This enhancement is expected to facilitate smooth movement of Courier land channel goods through free zone gates.
- Send Importer TRN to FTA if goods moving to undesignated FZ Company from Designated FZ Company:
Change has now been made to send TRN of Importer (instead of that of Exporter) to FTA if goods are moved under FZ Transit declaration from FTA-Designated FZ Company to FTA-Undesignated FZ Company. In this regard, VAT payment accountability, towards FTA, is now with the Undesignated FZ Company if goods are moved into that free zone under ‘FZ Transfer between Dubai based FZs’ declaration.
- Display of Expo 2020 Logo on Relevant screens and prints
Provision is now available to display EXPO 2020 LOGO on all relevant screens and prints (including GCC declaration printout) of Declaration, CDM, and Inspection if declaration belongs to Expo registered customer licensed by Expo 2020 Authority. Purpose of displaying Expo Logo is to indicate cases of providing priority clearance and relevant support to customer wherever applicable.

Mirsal2 Enhancements (18th Dec, 2020)

Dubai Customs is coming up with the following enhancements on Mirsal-2 application. These changes will be available effective 18th Dec, 2020.
- ‘Email ID’ attribute will be mandatory to generate or update ‘Personal Customer Profile’ when the Declaration is submitted.
- The Personal Customer must provide a unique Email ID for registration, which cannot be repeated by another Personal Customer.
- If an existing registered Personal Customer had not provided an email ID in previous Customs Declaration, then a unique email ID must be provided while submitting a new Declaration.
- System will not allow Broker, or Authorized Declarant to modify the attributes of ‘Personal Customer Category’, ‘ID Document Type’ and Email ID.
- A new attribute of ‘ID Document Expiry Date’ (i.e. Passport Expiry) has been added as an optional in Personal Customer Profile Creation.

New Inspection System Enhancement Effective From 8th January 2023

In line with the directive to streamline and improve the efficiency of Inspection activities at Creek Customs and Marfa Diera inspection Centers, the current inspection centers of CREEK CUSTOMS and MARFAA DEIRA have been combined as one single center in Dubai Trade inspection booking service.
Henceforth, clients who are booking their inspections for either CREEK CUSTOMS or MARFAA DEIRA should choose the new center name called “CREEK & MARFAA DEIRA CUSTOMS”.
