Virtual Stock Guarantee Account

The Virtual Stock Guarantee is a facility provided by Dubai Customs to its valued Customers. The Clients can use this facility as an account type to guarantee the Customs Duty applicable to the movements of goods from Dubai based Free Zones and Customs Warehouses to outside the world, from FZ to CW, from CW to FZ and between the FZs and CWs located in different places of Dubai.

All the companies registered and licensed in Dubai based Free Zones and the Private and Public Customs Warehouse Operators licensed by Dubai Customs.

Clients must submit the following undertaking letters along with the Application according to their business type. Dubai Trade shall provide the template of the undertaking upon submission of a request.

  1. Declaration and Undertaking for Using Virtual Stock Guarantee Facility (Free Zone Companies)
  2. Declaration and Undertaking for Using Virtual Stock Guarantee Facility (Customs Warehouses)

The Companies must submit a request in a prescribed form to the Client Management through Dubai Trade. There are two types of forms as given below. The clients can send a request to Dubai Trade to get these forms by online.

  1. Application for Virtual Stock Guarantee Facility for Free Zone Companies Registered and Licensed in the Emirate of Dubai
  2. Application for Virtual Stock Guarantee Facility for Public and Private Customs Warehouses Registered and Licensed in the Emirate of Dubai.

Customers can apply online “Account Managements Services” through Dubai Trade by submitting application forms and an undertaking letter. The templates of Application and Undertaking for both the accounts of Free Zone and Customs Warehouse are available in Dubai Trade for download.

The Clients can use this account facility to submit the following Customs Declarations, if the Port of Exit is an Airport or a Seaport of Dubai or UAE Land Border.

  1. FZ Transit-Out (303)

This Declaration is for the goods moving from a Free Zone located in Dubai to ROW

  1. FZ Transit between Dubai based FZ (306)

This Declaration is for the goods moving from a Free Zone to another Free Zone located in Dubai.

  1. Export from CW to ROW (206)

This Declaration is for the goods moving from a Customs Warehouse located in Dubai to an overseas country.

  1. Export from CW to FZ

This Declaration is for the goods moving from a Customs Warehouse to a Dubai based Free Zone.

  1. Transfer of Cargo by Dubai based CW (501)

This Declaration is for the goods moving from one Customs Warehouse to another Customs Warehouse located in Dubai.

Client must fill the required application form with necessary information. The License issuing authority of the Free Zone must attest the duly filled application. Companies, who intend to re-export goods which are stored in a licensed Customs Warehouse using this facility; must submit an application using the required form, to the Client Partnership section of Dubai Customs for approval.

If the declaration contains any of the HS Codes belonging to “Tobacco” or “Alcoholic Beverage” Items, then the Client shall not be able to use the facility of “Virtual Stock Guarantee Account.”

The approvals of the requests will be within the same working day.

They will be receive emails notifications via the email address provided in the system when applying.

Virtual Stock Guarantee is a free of charge facility

Yes, an authorized broker can use this account facility on behalf of an Importer of Record.

The Clients can continue to use the existing Cash, Bank, and Self Guarantee accounts for the purpose of securing customs duty at re-exportation of goods from Free Zones and Customs Warehouses through the other ports of exit.

There are no changes in the existing Terms and Conditions with regards to Customs Clearance of Declarations, Grace Period for Re-Exportation of the goods, Document Submittal, and the other applicable customs formalities and reduction granted legally when re-exporting goods from Free Zones and Customs Warehouses  to outside the world.
